Proposed by the International Association of Investigators and Experts in Crisis Situations (MAREX).
The International Association of Investigators and Experts in Crisis Situations (MAREX) proposes that the Verkhovna Rada of Ukraine cease the destruction of the “private detective” profession in the country and refrain from closed-door and backroom deliberations on the destructive draft laws No. 1228 of September 2, 2019, and No. 1228-1 of September 20, 2019.
The International Association of Investigators and Crisis Experts (MAREX) has never had, and does not currently have, any involvement in the preparation, promotion, or participation in various working groups regarding Draft Laws No. 1228 of September 2, 2019, and No. 1228-1 of September 20, 2019, nor will it have any such involvement in the future. Accordingly, it bears no legal, ethical, or professional responsibility regarding the discussion, promotion, or adoption of the aforementioned draft laws.
As a viable alternative, the International Association of Investigators and Experts in Crisis Situations (MAREX) submits the following for public review:

On Private Detective Activities
This Law establishes the general legal framework for private detective activities in Ukraine as one of the means of ensuring the constitutional guarantees of individuals, enterprises, and organizations to protect their lawful rights and interests.
